Kata Pengantar

Perencanaan yang baik merupakan pijakan awal untuk menentukan

arah kebijakan yang strategis melalui penetapan program dan

kegiatan yang tepat. Salah satu kunci keberhasilan perencanaan

adalah tersedianya data dan statistik yang andal dan terpercaya. Data dan

statistik yang berkualitas merupakan rujukan bagi semua pihak dalam

memformulasikan kebijakan, melakukan pemantauan/monitoring, dan

mengevaluasi program agar sasaran kegiatan yang telah ditetapkan dapat

dicapai dengan efektif dan efisien.

Rencana Strategis Badan Pusat Statistik (Renstra BPS ) Tahun 2010-

2014 merupakan rencana pembangunan di bidang statistik selama lima

tahun ke depan yang disusun dengan mempertimbangkan perubahan

lingkungan strategis, terutama yang menyangkut potensi, peluang,

tantangan, dan permasalahan BPS. Renstra dirumuskan untuk menjadi

pedoman dan arahan bagi seluruh jajaran BPS dan para pemangku

kepentingan dalam upaya mencapai sasaran-sasaran pembangunan

statistik yang telah ditetapkan.

Atas segala masukan dan sumbangan pemikiran semua pihak yang telah

berpartisipasi mewujudkan Renstra BPS Tahun 2010-2014 disampaikan

penghargaan dan terima kasih. Semoga dokumen perencanaan ini

bemanfaat bagi semua pihak yang berkepentingan untuk perkuatan

Sistem Statistik Nasional.

CHALLENGES AND PROSPECTS

􀂃 Indonesia is implementing a semi-centralized statistical
system. Statistical survey to some extent may be
conducted by various government and private research
agencies
􀂃 BPS Statistics Indonesia functioning as a leading agency
to coordinate and advise statistical-related activities
initiated by various agencies
􀂃 BPS is also responsible for developing and standardizing
socio-economic classifications, concepts and definitions,
and measurements to be used by related government
agencies
􀂃 To support BPS mission and responsibility, an advisory
board consisting of independent persons from universities,
NGOs, governments were chosen to work closely with BPS
in facing methodology, non-response problems and future
challenges.

Types of Statistics and Responsibility
A. Basic Statistics
General-purpose or basic statistics, the provision of which are
the responsibility of BPS, are those utilized for a broad range
of purposes, having cross-sectoral characteristics, aggregated at
national and macro level.
B. Sectoral Statistics
Sectoral statistics are statistics conducted and produced by
sectors including by-product of their administration, compiled
independently or in cooperation with BPS, to satisfy needs to
perform their duties.
C. Special Statistics
Specific statistics are those utilized to fulfill specific needs of
businesses, education, socio-culture, and community interests,
mainly conducted by private research agencies

BPS Statistics Indonesia
􀂃 BPS is a non-departemental government agency
under the directives of and responsible to the
President
􀂃 As the main component of the National Statistical
System, BPS plays a very important role in
statistical development
􀂃 BPS has 33 offices at provincial level, 440 offices
at regency/municipality level, and at least one
official at sub-district level, employing a total of 14
000 staffs all over Indonesia

Vision : realizing reliable statistical data as national and subnational
information backbone.
Mission:
􀂃 To provide complete, accurate, and up-to date statistical
information,
􀂃 To coordinate, integrate, synchronize, and standardize
statistical activities to create qualified, effective, and
efficient National Statistical System,
􀂃 To improve human resources capability so that they
become professional, and capable of dealing with science
and information technology of the latest development.

BPS Strategic Planning
􀂃 Bottom up planning is considered to respond to
the data needs for regional planning and
decentralization process
􀂃 In practice, combination of bottom-up and topdown
approach is implemented
􀂃 Two Key Strategies:
o Optimize resources to meet an increasing demand of
statistical data
o Expand types of basic statistics demanded and increase
the quality of statistical data

data to measure government performance:
inflation, economic growth, unemployment and
poverty by providing more accurate data
􀂃 Enlarge data provision to meet the small area
statistics in line with decentralization by
strengthening regional data
􀂃 Strengthen BPS capacity and capability to provide
micro data for direct program implementation by
providing operational data.

CONCLUSION
􀂃 Under the semi-centralized statistical system
implemented in Indonesia, BPS plays a very
important role in statistical development
􀂃 Recently, statistics is not just used as information
but also used as a measurement of success
(confirming and clarifying the right or wrong) of
government policies
􀂃 Increase of non-response rate in many surveys
due to the misconception of democratization and
freedom of speech influenced the quality and
availability of data needs.

Rujukan Indikator: jumlah penduduk 5-6 tahun, 7-12 tahun, 13-15 tahun, 16-18 tahun, dan sebagainya.

Indikator Input: Rasio Murid-Guru, Rasio Murid-Kelas, Angka Shift, jarak Rumah-Sekolah, rata-rata biaya sekolah, dan sebagainya.

Indikator Proses: APK, APM, dan APS, dan sebagainya.

Indikator Output

AMH dewasa, rata-rata lama sekolah, angka putus sekolah, angka melanjutkan, tingkat pendidikan yang ditamatkan.

Indikator Dampak

Kualitas tenaga kerja, penambahan sarana pendidikan.

SNN dan PDB

Nah, berhubung tadi saya kuliah dengan mata kuliah yang bernama SNN dan PDB, maka kali ni saya berupaya menuliskan tentang mata kuliah saya. Lho, apa itu SNN, apa itu PDB? Sst, jangan pada ribut dulu, daripada nebak-nebak en pada akhirnya salah semua, nih ana kasih pengertiannya. Yuuk capcus, SNN merupakan singkatan dari Sistem Neraca Nasional, dan adapun PDB ialah Produk Domestik Bruto. Nah, menurut dosen SNN dan PDB, mata kuliah ni mendekati Official statistics–> PDB itu harus dipublikasikan setiap tahunnya. Sedangkan di tingkat regional ada PDRB.  Sedangkan penghitungan PDB Nasional tidak ada hubungannya dengan Hasil penghitungan PDRB di BPS Provinsi, Kabupaten/Kota. Nah, dalam hal ini, BPS Provinsi, BPS Kabupaten/Kota dan KSK (Koordinator Sensus Kecamatan), merupakan kaki tangan BPS Pusat (yang ada di Pasar Baru, Jakarta Pusat). Di mana BPS Provinsi berjumlah 33 buah, dengan lokasi BPS Kabupaten/Kota yang terbentang dari Sabang sampai Merauke. Dan BPS Provinsi bertugas membuat gambaran perekonomian provinsi, dan BPS Kabupaten/Kota membuat PDRB Kabupaten/Kota.

Sedangkan pada BPS Pusat terdapat STIS, dan Pusdiklat, dengan enam (6) deputi di BPS Pusat.

Sedangkan SNN mengacu pada buku PBB/United Nations yang berjudul System of National Account.

Pembahasan Sistem Neraca Nasional terkait dengan pendapatan-pengeluaran, yang mana antara produksi dan barang yang digunakan haruslah sama. Maka, di sini dibutuhkanlah alat untuk penyeimbang–> residual. Misalnya neraca Rugi-Laba, dan di sini penyeimbangnya ialah saldo.

Di sisi kiri tabel terdapat kolom pendapatan, dan di sebelah kirinya ialah pengeluaran. Pada kolom pendapatan, digunakanlah pendekatan produksi, dan di kolom sebelah kanan, digunakan pendekatan Susenas. Pada kolom sebelah kiri, kolom pendapatan, harus dibuat sama dengan kolom kanan dengan dibuat stock.

Dalam bidang SNN & PDB ini, kita juga akan melihat kenyataan bahwa dalam penghitungan terjadi, bidang pertanian naik, industri naik, pertambangan naik, tapi di sektor perdagangan bisa turun.
