penyediaan statistik

BPS mempunyai tugas menyediakan data dan informasi
statistik yang berkualitas: lengkap, akurat, mutakhir,
berkelanjutan, dan relevan bagi pengguna data. Data
dan informasi statistik yang berkualitas merupakan rujukan bagi upaya
perumusan kebijakan dalam menyusun perencanaan, melakukan
pemantauan dan mengevaluasi program-program agar sasaran-sasaran
yang telah ditetapkan dapat dicapai dengan tepat, sehingga tujuan
pembangunan, diantaranya untuk meningkatkan kesejahteraan rakyat,
dapat dicapai dengan efektif.
Visi dan misi Kementerian/Lembaga yang telah
diselaraskan dengan visi dan misi RPJMN 2010-2014. Rencana
Strategis Badan Pusat Statistik (Renstra BPS) Tahun 2010-2014
disusun berlandaskan Undang-Undang Nomor 16 Tahun 1997 tentang
Statistik dan RPJM Nasional Tahun 2010-2014, serta memperhatikan
masukan dari para pemangku kepentingan (stakeholders). Renstra BPS
Tahun 2010-2014 menjadi acuan bagi seluruh jajaran BPS dan para
pemangku kepentingan, khususnya penyelenggara kegiatan statistik
dalam melaksanakan pembangunan nasional di bidang statistik selama
lima tahun ke depan. Renstra juga sebagai dasar bagi BPS dalam
melaksanakan kewajiban sebagai penyedia data dan informasi statistik.

Kata Pengantar

Perencanaan yang baik merupakan pijakan awal untuk menentukan

arah kebijakan yang strategis melalui penetapan program dan

kegiatan yang tepat. Salah satu kunci keberhasilan perencanaan

adalah tersedianya data dan statistik yang andal dan terpercaya. Data dan

statistik yang berkualitas merupakan rujukan bagi semua pihak dalam

memformulasikan kebijakan, melakukan pemantauan/monitoring, dan

mengevaluasi program agar sasaran kegiatan yang telah ditetapkan dapat

dicapai dengan efektif dan efisien.

Rencana Strategis Badan Pusat Statistik (Renstra BPS ) Tahun 2010-

2014 merupakan rencana pembangunan di bidang statistik selama lima

tahun ke depan yang disusun dengan mempertimbangkan perubahan

lingkungan strategis, terutama yang menyangkut potensi, peluang,

tantangan, dan permasalahan BPS. Renstra dirumuskan untuk menjadi

pedoman dan arahan bagi seluruh jajaran BPS dan para pemangku

kepentingan dalam upaya mencapai sasaran-sasaran pembangunan

statistik yang telah ditetapkan.

Atas segala masukan dan sumbangan pemikiran semua pihak yang telah

berpartisipasi mewujudkan Renstra BPS Tahun 2010-2014 disampaikan

penghargaan dan terima kasih. Semoga dokumen perencanaan ini

bemanfaat bagi semua pihak yang berkepentingan untuk perkuatan

Sistem Statistik Nasional.

bagaimana menghitung garis kemiskinan?

Kemiskinan
i. Untuk mengukur kemiskinan, BPS menggunakan konsep kemampuan
seseorang untuk memenuhi kebutuhan dasar (basic needs approach). Dengan
pendekatan ini, kemiskinan dipandang sebagai ketidakmampuan dari sisi
ekonomi untuk memenuhi kebutuhan dasar makanan dan bukan makanan
yang diukur dari garis kemiskinan. Dengan pendekatan ini, dapat dihitung
Head Count Index (HCI), yaitu persentase penduduk yang berada di bawah
Garis Kemiskinan.
ii. Metode yang digunakan adalah menghitung Garis Kemiskinan (GK), yang
terdiri dari dua komponen yaitu Garis Kemiskinan Makanan (GKM) dan Garis
Kemiskinan Bukan-Makanan (GKBM). Penghitungan Garis Kemiskinan
dilakukan secara terpisah untuk setiap provinsi dan dibedakan menurut
daerah perkotaan dan perdesaan. Penduduk miskin adalah penduduk yang
memiliki rata-rata pengeluaran per kapita per bulan dibawah Garis
Kemiskinan.
iii. Sumber data utama yang dipakai untuk menghitung kemiskinan adalah data
SUSENAS (Survei Sosial Ekonomi Nasional) Panel kondisi bulan Maret. Sebagai
informasi tambahan, juga digunakan hasil survei SPKKD (Survei Paket
Komoditi Kebutuhan Dasar), yang dipakai untuk memperkirakan proporsi dari
pengeluaran masing-masing komoditi pokok bukan makanan.

Data transportasi diperoleh setiap bulan dari PT (Persero) Angkasa Pura I dan II,
Kantor Bandara yang dikelola Ditjen Perhubungan Udara, PT (Persero) KAI (Kantor
Pusat dan Divisi Jabodetabek), PT (Persero) Pelabuhan Indonesia I s.d. IV, dan
Kantor Pelabuhan yang dikelola Ditjen Perhubungan Laut. Data yang disajikan
mencakup jumlah penumpang berangkat dan jumlah barang dimuat dalam negeri.
Khusus untuk transportasi udara disajikan jumlah penumpang berangkat baik
domestik maupun internasional.

Pada bulan Mei 2011 terjadi inflasi sebesar 0,12 persen dengan Indeks Harga Konsumen (IHK)
sebesar 125,81. Dari 66 kota IHK, 51 kota mengalami inflasi dan 15 kota mengalami deflasi. Inflasi
tertinggi terjadi di Ambon 1,66 persen dengan IHK 128,84 dan terendah terjadi di Kediri, Denpasar dan
Mataram masing-masing 0,02 persen dengan IHK masing-masing 123,61; 127,30 dan 131,30. Sedangkan
deflasi tertinggi terjadi di Tarakan 1,14 persen dengan IHK 144,35 dan terendah terjadi di Bandar
Lampung 0,03 persen dengan IHK 136,82.
􀀻 Inflasi terjadi karena adanya kenaikan harga yang ditunjukkan oleh naiknya indeks pada kelompok
makanan jadi, minuman, rokok dan tembakau 0,22 persen; kelompok perumahan, air, listrik, gas dan
bahan bakar 0,25 persen; kelompok sandang 0,64 persen; kelompok kesehatan 0,50 persen; kelompok
pendidikan, rekreasi dan olahraga 0,03 persen dan kelompok transpor, komunikasi dan jasa keuangan
0,14 persen. Sedangkan deflasi pada bulan ini disebabkan karena terjadinya penurunan indeks pada
kelompok bahan makanan 0,28 persen.
􀀻 Laju inflasi tahun kalender (Januari-Mei) 2011 sebesar 0,51 persen dan laju inflasi year on year (Mei 2011
terhadap Mei 2010) sebesar 5,98 persen.
􀀻 Komponen inti pada bulan Mei 2011 mengalami inflasi sebesar 0,27 persen, laju inflasi komponen
inti tahun kalender (Januari-Mei) 2011 sebesar 1,58 persen dan laju inflasi komponen inti year on year
(Mei 2011 terhadap Mei 2010) sebesar 4,64 persen.

􀂃 Indonesia is implementing a semi-centralized statistical
system. Statistical survey to some extent may be
conducted by various government and private research
agencies
􀂃 BPS Statistics Indonesia functioning as a leading agency
to coordinate and advise statistical-related activities
initiated by various agencies
􀂃 BPS is also responsible for developing and standardizing
socio-economic classifications, concepts and definitions,
and measurements to be used by related government
agencies
􀂃 To support BPS mission and responsibility, an advisory
board consisting of independent persons from universities,
NGOs, governments were chosen to work closely with BPS
in facing methodology, non-response problems and future
challenges.

Types of Statistics and Responsibility
A. Basic Statistics
General-purpose or basic statistics, the provision of which are
the responsibility of BPS, are those utilized for a broad range
of purposes, having cross-sectoral characteristics, aggregated at
national and macro level.
B. Sectoral Statistics
Sectoral statistics are statistics conducted and produced by
sectors including by-product of their administration, compiled
independently or in cooperation with BPS, to satisfy needs to
perform their duties.
C. Special Statistics
Specific statistics are those utilized to fulfill specific needs of
businesses, education, socio-culture, and community interests,
mainly conducted by private research agencies

System, BPS plays a very important role in
statistical development
􀂃 BPS has 33 offices at provincial level, 440 offices
at regency/municipality level, and at least one
official at sub-district level, employing a total of 14
000 staffs all over Indonesia

the data needs for regional planning and
decentralization process

CONCLUSION
􀂃 Under the semi-centralized statistical system
implemented in Indonesia, BPS plays a very
important role in statistical development
􀂃 Recently, statistics is not just used as information
but also used as a measurement of success
(confirming and clarifying the right or wrong) of
government policies
􀂃 Increase of non-response rate in many surveys
due to the misconception of democratization and
freedom of speech influenced the quality and
availability of data needs.

Indikator Proses: APK, APM, dan APS, dan sebagainya.

Indikator Output

AMH dewasa, rata-rata lama sekolah, angka putus sekolah, angka melanjutkan, tingkat pendidikan yang ditamatkan.

Indikator Dampak

Kualitas tenaga kerja, penambahan sarana pendidikan.
